Maryland Legislative Updates

HB0171 Climate Crisis and Environment Justice Act; Effective Date: July 1, 2022. This bill would require the state to reduce greenhouse gas emissions so that after 2040 they are net negative.

HB0061 Charter Counties – Enforcement of Local Building Performance Laws (Building Energy Performance Standards Act of 2022); Effective Date: October 1, 2022. This allows charter counties (this is all counties in Maryland except for Dorchester and Talbot) to enforce a civil fine of up to $10/ GSF for buildings not meeting the local building energy performance laws.

HB0043 DGS – Energy – Conserving Standards (MD Sustainable Building Act of 2022); Effective Date: October 1, 2022. This a reintroduction of HB0236 Bird Safe Bill that would require State buildings conserve energy and minimize the adverse impact on birds.

 

Tips for your Sustainable Projects

Remember that a project’s energy model can take savings for indoor hot water savings by referencing the water use reduction calculator. This typically results in 1 additional point in LEED.

According to GBCI, when documenting Low-Emitting Materials in LEED v4, the supporting documentation testing dates “must be less than three years old / must cover the time the installed product was manufactured for the project and cannot begin after the product was manufactured.”
